Section 5: Risk communication
1. Introduction
Risk communication concerning endocrine disruptors may be more
difficult than other problems involving chemical substances
because of many unknown factors.
A guideline for risk communication was developed on the basis of
the Health and Labor Sciences Research "Study on Risk
Communication Concerning Endocrine Disruptors" and a review of
features particular to this problem.
A summary with comments of the present report (except the
present section and Acton Plan) was also prepared to help risk
communication.
2. Endocrine disruptor issue and risk communication
2.1 Necessity and purpose of risk communication
The importance of communication and information shearing among
parties interested concerning chemical substance management,
particularly in relation to safety, has recently been
recognized.
Information from the administration needs particular attention
in this respect, because
- Accountability for implementation of administrative policies
must be achieved through scientific evidence.
- General consensus on the policies should be sought by
understanding achieved by appropriate information.
- Communication helps understanding chemical risks, particular
issues and credibility of administrative actions, even when
acceptance of or consensus on specific policies in a short time
span is not expected.
