Section 5: Risk communication

  1. Characteristic features of the endocrine disruptor issue were summarized as:
    • The hypothesis proposed was farther-reaching than the usual concept of chemical hazards.
    • The hypothesis presents a highly serious problem if true but is hard to test.
    • Testing of the hypothesis by different researchers often result in contradictory conclusions.
    • Phenomena that could not be predicted by the conventional toxicology (e.g. the "inverted U" phenomenon) are reported.
    • In contrast to the existing chemical substance control scheme where hazards of specific substances are known, no substance has been demonstrated to disrupt the human endocrine system except for the pharmacology of synthetic hormones.
  2. Considering these features, Guidelines for Risk Communication Concerning the Endocrine Disruptor Issue was developed which formulates methods and precautions for the administration to provide information on the issue to the public in an appropriate manner.
  3. An explanatory note on the Guidelines was published.
