【Purpose of establishment】


 Any person who wishes to designate food additives (hereinafter referred to as
“designation requestor”) is required to submit applications the Consumer Affairs
Agency (hereinafter referred to as “CAA”).
 After receiving an application from designation requestor, the CAA will request
the Food Safety Commission of Japan (hereinafter referred to as “FSCJ”) to conduct
a risk assessment. Based on the results of the assessment, the additive will be
designated after deliberation at the Food Safety Standards Council.

 The CAA handles confirmation of the contents of applications from designation
requestors including prior consultations.

 However, there has been an increase in the number of inquiries from companies in Japan
and other countries regarding these services. In addition, there have also been some cases
where the applications prepared by designation requestors were insufficient, causing
the coordination between the CAA and designation requestors to take a long time before
designations of food additives are made. Therefore, there have been requirements
both domestically and internationally to expedite the procedures for designation.

 In this context, FADCC was established under the National Institute of Health Sciences,
which has expertise related to food additives, for the purpose of facilitating and expediting
the administrative procedures and tasks for designation of food additives, including
prior consultation with designation
requestors.
