Experimental Animal Facility
Introduction

The experimental animal facility at the National Institute of Health Sciences (NIHS) has obtained third-party certification as a testing and research site dedicated to evaluating the quality, safety, and efficacy of substances related to chemicals, food, and pharmaceuticals. The animal housing rooms are maintained in environmentally controlled specific-pathogen-free (SPF) rooms. The facility also includes the following specialized units:
• High-Fidelity Inhalation Exposure Animal Room
• Chemical Safety Animal Room
• Biosafety Animal Room
All animal experiments and the management of laboratory animals are conducted with deep respect for the 3Rs principles of animal welfare. These operations are governed by the “Regulations for the Proper Conduct of Animal Experiments at the NIHS,” aligning with the intent of relevant laws and guidelines such as the “Act on Welfare and Management of Animals” and the “Standards for the Care and Keeping of Laboratory Animals.” These activities are carried out rigorously and appropriately under the guidance of the Institute’s Laboratory Animal Management Council and Animal Experimentation Committee.
Memorial Service for Laboratory Animals

During “Animal Welfare Week” each year, the NIHS holds a memorial service to show gratitude and respect for the laboratory animals used in research.
These animals play an indispensable role in our scientifically evaluate the quality, efficacy, and safety of chemicals, food, and pharmaceuticals. All Institute staff deeply recognize that our regulatory science and policy support activities are built upon the precious lives of these animals. During the memorial service, we offer silent prayers and express our heartfelt appreciation for their contributions.
The original monument was erected in 1978 at the Yōga Office, when Building 8 was completed during the establishment of the Center for Biological Safety and Research. Unfortunately, it was damaged during its relocation to the Tonomachi Office. To honor and perpetuate our respect and gratitude for laboratory animals, a new monument was erected in September 2023.
